In the other case the procedure will be terminated. Now the law allows the procedure to continue even if there is only one candidate. This weakness gives opportunity to State employees to define the winning company at the stage of writing the requirements. Other proposal is against replacing the offers and saying that at least three members of the commission should put their signatures on the sealed envelope. One of the most important changes is about the methodology of evaluation. It should not include the time parameters. They have to be determined in the tender requirements, because many companies win promising impossible delivery times as one day, said Jordan Kisjiov from Bulgarian Association of Information Technologies. The business representatives propose also the price for documentation to be no more than the price of coping. Now it is usual the assign party to ask for 300-500 BGN and even to 2000 BGN (1000 Euro).
